USPS will impose a surcharge to offset rising fuel costs, sources said, a sign that the beleaguered mail carrier is feeling the strain of higher oil prices.

“How long are employees going to work and vendors going to show up if we're not paying them?" Postmaster General David Steiner said in an interview.

Before the measure took effect, the postal union sent a letter to U.S. Secretary of State Marco Rubio to express concerns about its impact.
