Texas, South Dakota, Colorado and Washington were sent letters Oct. 23 by FMCSA Chief Counsel Jesse Elison detailing preliminary determinations of noncompliance.

The Nov. 8-11 dragnet, called Operation Bear Cave, focused on intercepting immigrants holding state-issued CDLs but who lacked permanent legal status driving commercial vehicles.

Agency's letter to the state Department of Motor Vehicles outlined a series of actions California must take to rectify what FMCSA has determined are problematic processes and systems.

"We won’t stop fighting to keep dangerous, unqualified truck drivers off the road," Transportation Secretary Sean Duffy said in a post on X. 

FMCSA's interim final rule limits eligibility to specific visa categories and requires states to align their CDL programs with federal standards.

Texas leads the nation in employment of heavy-duty truck drivers with 212,770 who earn an average of $54,550 yearly, according to the Bureau of Labor Statistics.

“To lawfully operate a commercial motor vehicle in Oklahoma, you must be here legally and you must be able to understand English," Gov. Kevin Stitt said in a Nov. 4 statement.

“The safety of our state is our top priority, and we’ll keep working with our federal partners to keep Hoosiers — and Americans — safe,” Gov. Mike Braun said.

“We are going to take a hard look at those individuals and there will be serious consequences for them,” Transportation Secretary Sean Duffy said of lax driver training schools.
