A White House official, speaking on condition of anonymity because they were not authorized to speak publicly, confirmed the plans, which were first reported by The Wall Street Journal.

A California program that aimed to remotely measure the emissions output of out-of-state heavy-duty vehicles traveling on state roads has been officially halted by the Environmental Protection Agency.

“We are encouraged by several proposed adjustments that should help lower costs and ease implementation,” ATA Vice President of Energy and Environmental Affairs Patrick Kelly said.

“Paccar delivered good revenues and net income in the third quarter of 2025. Peterbilt, Kenworth and DAF’s excellent trucks contributed to the good results,” said CEO Preston Feight.

This time EPA is targeting the California Air Resources Board’s Clean Truck Check law, also known as the Heavy-Duty Inspection and Maintenance Program.

"With prolonged weakness in freight demand and inflationary cost pressures, the rule’s 2027 implementation timeline threatens to intensify strain across our industry," ATA said.

Daimler, International, Paccar and Volvo Group are suing the California Air Resources Board on grounds that federal actions vacated the state’s efforts to enforce its own emissions rules.

Daimler Truck will buy back $2.34 billion of its own shares, continuing a policy of returning cash to shareholders while managing the transition to low-emission vehicles.

Policy wins on commercial vehicle emissions have allowed industry leaders to shift their attention to other pressing issues, American Trucking Associations President Chris Spear said.

Earlier this month, nearly 100 representatives of medium- and heavy-duty truck dealers gathered in Washington, advocating for common-sense policies supporting the trucking industry.
