As the Connecticut General Assembly’s legislative session draws to a close, Gov. Ned Lamont released a working draft of an infrastructure funding proposal that lawmakers will rely on during a special session focused solely on transportation and economic development.

Connecticut Gov. Ned Lamont, architect of a controversial tolling plan, has offered an idea of what toll rates will look like in a recent letter to the General Assembly. In the letter, published May 9, Lamont revealed that peak rates will be set at 4.4 cents per mile.

A coalition of groups representing the building and construction industries has launched an advertising campaign in support of Gov. Ned Lamont’s plan for electronic tolling in Connecticut. Move CT Forward’s 30-second advertisement casts tolls as a more favorable fundraising option than borrowing billions of dollars, raising the fuel tax or doing nothing.

New York Gov. Andrew Cuomo’s recently approved spending plan includes a variable tolling program that would affect travelers driving into Manhattan. Its impact on trucking is still unknown.

Under the plan sketched out Feb. 26, electronic-tolling devices would be installed around the district south of 61st Street by 2020, with discounts for off-peak travel. Uber Technologies Inc. is among those supporting the push for so-called congestion pricing.

The Connecticut Department of Transportation released a study Nov. 14 which stated that electronic tolls posted on highways throughout the state could raise nearly $1 billion a year, but the study comes at a time when a tolling program underway in neighboring Rhode Island faces a court challenge.
