Pennsylvania Gov. Josh Shapiro's administration said the federal government didn't identify a single CDL issued to someone who wasn't eligible.

The U.S. Court of Appeals for the District of Columbia Circuit granted an emergency stay, saying the petitioners met the “stringent requirements for a stay pending court review.”

The Federal Aviation Administration said Nov. 16 it is lifting all restrictions on commercial flights that were imposed at 40 major airports during the country's longest government shutdown.

Members of Congress are urging DOT to investigate so-called CDL mills and enforce English proficiency rules as part of broader efforts to improve driver training and highway safety.
