A federal appeals court has ruled that a former C.R. England driving instructor can sue the company for firing him after he allegedly made comments to his students about violating federal hours-of-service rules.

FDX Corp. announced today that it will apply a 3% fuel surcharge on most FedEx domestic and international services, effective Feb. 1, 2000.

United Parcel Service will boost rates by 3.1% for ground package delivery and 2.9% or more for its other offerings on Feb. 7.
