Tesla is seeking approval to offer ride-hailing services in California, a key step by Elon Musk’s company to begin carrying paying customers while its traditional business falters.

Uber Technologies Inc. CEO Dara Khosrowshahi said Elon Musk was not open to making Tesla Inc.’s planned robotaxis available on the ride-sharing platform, making Uber a future competitor.
