Massachusetts Gov. Maura Healey banned travel for all nonessential motor vehicles in three southeastern counties that got battered by the record-breaking winter storm. 

The autonomous cars wouldn’t be allowed to operate unless a human safety operator is inside the vehicle and able to intervene, according to the proposed ordinance.
