The U.S. House of Representatives on Wednesday approved a bill that would phase out estate taxes by 2011, at a cost of $192 billion. The bill is part of President Bush鈥檚 $1.6 trillion tax cut package, and passed by a vote of 274 to 154.

The U.S. average retail price for diesel fuel rose Monday for the first time in nine weeks, increasing 1.2 cents to 139.1 cents per gallon from 137.9 on March 26, the Energy Department reported.
