UPS Plans Only Small Increase in Rates

United Parcel Service said Friday it was raising rates for its ground services by 1.9% effective Jan. 5 and discontinuing the fuel surcharge on UPS Ground. This is the smallest increase for ground-delivery rates in at least seven years.
