Kansas Gov. Sam Brownback (R) announced a proposed plan to have the state’s Department of Transportation oversee the operations of the Kansas Turnpike Authority.

Kansas City Southern’s second-quarter earnings rose to $120 million, or $1.09 a share, from $71 million, or 64 cents, a year ago.

Kansas City Southern said it earned $51.8 million, or 50 cents a share, in its fourth quarter, compared with $32.3 million, or 34 cents, the previous year.
