EPA could rule as soon as this week on dozens of pending petitions from small oil refineries seeking exemptions from ethanol- and biodiesel-blending obligations from recent years.

"With prolonged weakness in freight demand and inflationary cost pressures, the rule’s 2027 implementation timeline threatens to intensify strain across our industry," ATA said.

“We have heard loud and clear from small businesses across the United States that the current DEF system is unacceptable," EPA Administrator Lee Zeldin said.

GHG3 was rolled out under the Biden administration but came under heavy fire from trucking stakeholders, many of whom characterized it as damaging to carriers.

Environmental permitting policy directives regarding housing, energy infrastructure and surface transportation upgrades are high on the list, according to the EPW chairwoman. 

Days after the engine's first showcase at ATA's TMC 2025 annual meeting, the Trump administration warned EPA regulations for heavy-duty trucks would be reassessed, with rollback likely.

The rule had "put the trucking industry on a path to economic ruin and would have crippled our supply chain, disrupted deliveries and raised prices," said ATA President Chris Spear.
