Virginia Transportation Chief, Former Rep. Cantor Headline P3 Event Dec. 17

Virginia Secretary of Transportation Aubrey Layne is scheduled to deliver keynote remarks at a public-private partnerships forum in Richmond, Virginia, on Dec. 17,Ìýhosted by the Bipartisan Policy Center.

The secretary will kick off a discussion on ways such partnerships, or P3s, are able to benefit states and municipalities seeking to get infrastructure projects off the ground.

After Layne’s remarks, a panel led by former House Majority Leader Eric Cantor (R-Va.) will look into a P3 model meant to facilitate the financing process. Cantor, vice chairman and managing director at Moelis & Co., will be joined by Patrick Decker, president and CEO of Xylem Inc.; Jack Ehnes, CEO of the California State Teachers’ Retirement System; Douglas Koelemay, director of the Virginia Office of Public-Private Partnerships; and Aaron Klein, director of the Bipartisan Policy Center’s financial regulatory reform initiative.

The event will be held at the Richmond Marriott at 1 p.m. EST.



Common P3 arrangements consist of investors putting up capital for large projects that pay them back over time in dedicated debt payments or tolls.
