Walter Sutton has been named acting deputy administrator of the Federal Highway Administration, replacing Gloria Jeff, who served as deputy administrator for more than two years before resigning earlier this month to rejoin the private sector.Sutton has been the policy chief at FHWA since September 1998. He came to Washington from Dallas, where he was senior environmental attorney with Fina Oil and Chemical Co.
Before that, he was regional counsel and deputy regional counsel for the Environmental Protection Agency and practiced environmental law at the Hughes and Luce law firm in Dallas.Sutton holds a bachelor鈥檚 degree in economics from the University of Denver, a master鈥檚 in business administration from the University of Dallas, a doctorate in management science from the University of Texas at Dallas and a law degree from the University of Michigan.
