Shell Limited, part of Shell Oil Co., broke ground late last month on a lubricants blending plant in southern China.

The plant initially will have the capacity to produce about 52.8 million gallons a year, a figure that will eventually double, making it one of Shell’s top three lubricants blending plants worldwide, the company said.
