91ÊÓƵ heating oil delivery carriers would be able to apply for seasonal exemptions from federal hours-of-service regulations beginning Nov. 1 under a pilot program proposed last week.

The plan was one of several measures announced by the Clinton administration in response to skyrocketing home heating oil prices.

The rule also indicates that the agency may place increased emphasis on nighttime rest in its proposed revision of hours regulations for all interstate commercial truck drivers.

Drivers operating within 100 miles of a central terminal or distribution point between Nov. 1 and April 30, 2001, would be eligible for a three-year exemption under the proposed rule published by the Federal Motor Carrier Safety Administration in the Federal Register on Feb. 16. The proposal was requested by the Petroleum Marketers Association of America.
