The nation’s governors last week urged Congress and the administration to spend the maximum amount possible on highway and other transportation programs.

The governors and Philadelphia Mayor Ed Rendell also urged Congress to remove the Aviation Trust Fund from annual spending caps, which would allow all aviation excise taxes to be used to improve airports.
