ongress approved a $388 billion measure this weekend to fund 14 cabinet-level departments including the Department of Transportation. However, there was not agreement reached on a new six-year highways and mass transportation bill.

The overall bill would trim government programs by 0.8%, keeping federal spending within limits set by President Bush, Bloomberg reported.

As part of the bill, lawmakers allotted $577 million to pay for a permanent nuclear waste dump in Yucca Mountain, Nevada, cutting Bush's request by $300 million.

And despite the spending cap, billions of dollars were including for individual state highway, bridge, water and research projects, the Washington Post reported.
