“California does require ELP and tests for it as a condition of receiving a CDL, and you can read that for yourself,” California Gov. Gavin Newsom said in a social media post.

“The reason you’ve seen spot rates up in the last couple of weeks — it’s been because of the enforcement activity,” said J.B. Hunt Chief Operating Officer Nick Hobbs.

An FMCSA audit recently found compliance issues in California, Colorado, Pennsylvania, South Dakota, Texas and Washington. South Dakota was first to acknowledge them.

Tesla is also under scrutiny in the U.S., with NHTSA having launched a defect investigation into certain Model Y door handles. 

Transportation Secretary Sean Duffy said California is the only state that is failing to enforce English-language requirements for truckers.

The theme for this year's event, to be held Oct. 25-28 in San Diego, reflects the industry's resolve: “A United Front: Driving Policy in a New Era.” 

The measure would require that commercial drivers comprehend traffic signs in English, as well as respond to official notices and prepare reports in English.
